    New CLI Spoofing Protection Measures by modulus

    Press Release 

    modulus S.A. announces that, within the framework of measures against fraudulent telephone calls using the “Caller ID Spoofing” or “CLI Spoofing” method (i.e. falsification of the caller’s number), and in implementation of the EETT Decision No. 1175/3/2025 (Government Gazette 6889/B/19.12.2025) titled “Amendment to EETT Decision No. 938/2/2020 regarding the provision of Calling Line Identification services”, it will apply mandatory blocking through its network, effective from 19.05.2026, to incoming calls originating from foreign networks when the displayed calling number is a Greek geographic number, namely a number beginning with +302.

    The exceptions provided under paragraphs 4 and 5 of Article 1 of the above decision shall apply.

    In practice, this means that the following cases are excluded:

    • When the called number belongs to a foreign network subscriber roaming in Greece, incoming calls will continue to be routed normally.
    • When a call originates from a call forwarding service, the call will be routed with the caller ID withheld. In other words, the call will be completed normally but without displaying the caller’s number. We recommend that subscribers receiving forwarded calls from abroad verify that anonymous call rejection services are not enabled, to avoid automatic rejection of such calls.

    CLI Spoofing (Caller Line Identification Spoofing) is a type of telephone fraud where the caller manipulates the displayed phone number so that a different number appears on the recipient’s device. This technique is commonly used to disguise the true origin of a call.

    Caller ID Spoofing can be used for phone scams, identity fraud, and social engineering attacks. Fraudsters often display trusted numbers, such as bank or local phone numbers, to increase the likelihood that recipients will answer or trust the call.

    modulus has implemented mandatory blocking of incoming calls originating from international networks when a Greek geographic number is presented as the caller ID, in accordance with regulatory requirements established to combat telephone fraud.

    Certain exceptions apply under the regulatory framework, including calls to users roaming in Greece and calls originating from call forwarding services, which may be delivered without displaying the caller’s number.

    Users should avoid sharing personal or financial information over the phone, be cautious when receiving calls from unknown numbers, and verify the identity of callers through official communication channels whenever possible.

    The EETT establishes and enforces regulatory measures aimed at protecting consumers and reducing telecommunications fraud by requiring providers to implement call-blocking and fraud-prevention mechanisms.

    Telecommunications providers use network security controls, fraud detection systems, caller verification mechanisms, and call-blocking policies to reduce the risk of fraudulent calls and protect their subscribers.
